The quality of teaching and learning in Physical Education has become a central focus for both researchers and practitioners. Building on a strong tradition, developments in this area are particularly prominent in German-speaking regions, where new comprehensive models of quality in Physical Education are being proposed. Through European projects, these models are disseminated to other countries, which primarily focus on developing tools to evaluate teaching and learning quality in practice. However, in these professional activities, the theoretical foundations for modeling teaching and learning quality are often overlooked. This study addresses this gap by providing a conceptual analysis of models of teaching and learning quality in Physical Education, with particular attention to one of the most influential contemporary models, QUALLIS. The study distinguishes between general (i.e., cross-disciplinary) models and subject-specific models, with a primary focus on models specific for Physical Education. It highlights the importance of key quality aspects, including physical exposure, ensuring safety, maximizing effective learning time, and the integration of cognitive and motor activation. The QUALLIS model is subsequently presented, along with its theoretical foundations and related approaches to the development of evaluation tools. The study concludes with an overview of the application of this model and of the development of the QualiTePE evaluation instrument in the Czech Republic.
