Abstract

Volunteers have an important role for a community in achieving missions and objectives in specific areas with their talent and interests. Therefore, it is necessary to regulate volunteerism via a special law. This will further encourage citizens, civil society, public and private organizations, and institutions to engage in volunteer work. This study aims to analyze the legal basis on volunteerism, taking into account the good practices of neighboring countries such as Albania and North Macedonia. The study identifies legal shortcomings and vacuums, employing a comparative methodology to select the most appropriate modalities for the needs of legal regulation of volunteerism in the Republic of Kosovo. The study adopts literature review method utilizing the legal documents and reports in the field of volunteerism. The obtained data were analysed using an analytical and comparative scientific method. The results highlights the absence of legal and institutional regulation of volunteer work in sensitive areas such as: volunteer work in healthcare, volunteer work in environmental issues, volunteer work in social services, and other public services. The analysis also shows that volunteers are not provided with and guaranteed the necessary health protection and other rights and responsibilities, which in fact represents a deterrent to citizens’ voluntary work. © 2026, SRAC-Romanian Society for Quality.
