Abstract

Just Green Transition as a powerful transformative policy framework, requires the adaptation and adoption of different (EU) sectorial policies in an integrated manner in order to achieve the desired results. Spatial Planning is seen as one of the main governance tools that can foster this transition from a territorial perspective. Within the framework of spatial planning, there are different dimensions which can support the transition including landscape planning. In the Western Balkan, landscape very often is seen as an auxiliary policy mostly for the beautification of spatial designs, rather than a key component of space change and territorial development. This chapter looks at the prospect of landscape planning and landscape design as a tool for transforming space in the wider framework of JGT. The aim is to analyze current policy frameworks and policy practice in the WB, by taking Albania as a main case study, in order to understand the potential that landscape planning can offer for JGT. Following a theoretical review of the links between planning policy and landscape, the chapter analyzes the Albanian policy framework. © The Editor(s) (if applicable) and The Author(s) 2026.
