Abstract

The European Union Transitions are at the nexus of its enlargement and offer a strategic geopolitical path towards the accession of the Western Balkans. The European Green Deal and the Green Agenda for the Western Balkans are crucial for integrating the Western Balkans into the European Union. Conceptualising, operationalising, and advancing the so-called Just Green Transitions present major challenges due to the geopolitical, sociopolitical, and economic dimensions influencing spatial planning and territorial governance of the Member States and the Candidate Countries with varying institutional capacities. A Meta-Governance approach navigating such macro-regional transition and accession ensures no Candidate Country is left behind. © The Editor(s) (if applicable) and The Author(s) 2026.
