Higher education institutions’ planning and development of the nation’s young entrepreneurs are facilitated through enterprise incubation, a learning environment for students that offers a reliable combination of resources, professionals, coaches, and advisors. This research uses a mixed method using a sequential strategy, which uncovers the difficulties encountered by the students when using the college’s business incubation services, which are necessary for the entrepreneurship program’s smooth operation and the implementation of a business plan. It is noted that the weak framework and procedure of the services makes it difficult for students to implement their company plans. To successfully implement the entrepreneurship curriculum, the university administrators set out to create the Agri-Aqua Technology Business Incubator of Capiz State University. This initiative will increase the students’ productivity in their startups and, ultimately, the graduates. © 2026 Ian B. Arcega
