This chapter summarizes the previous chapters and discusses the basic framework for achieving quality growth. First, by analyzing the structure of the SDGs and comparing them with the quality growth concept, it explains why quality growth is considered complementary to the realization of the SDGs. Next, a framework for considering quality growth is presented. As quality growth encompasses various elements and targets different time frames—namely, the current generation and future generations—these are briefly summarized and the objectives of quality growth are organized into two main pillars: overall social welfare in the present and its continuation into the future. Then, the indicators for measuring these two pillars are proposed. Finally, the chapter proposes an overarching policy framework common to society for achieving quality growth. The Appendix to this chapter provides a supplementary discussion on how the quality growth indicators can be developed and applied in practice. I make a preliminary quantitative attempt to examine the records of quality growth for nine countries. Although this attempt remains tentative, the results suggest that such an index can offer insights into how quality growth can progress and the distinctive characteristics of each country. © JICA Ogata Sadako Research Institute for Peace and Development 2026.
